blockchain//consensus//voting
Voting is the on-chain mechanism by which the validators of a Clique network admit a new one, used to change the validator set while the network runs. A call to `clique_propose(address, true)` from an existing validator starts the process, and the proposal passes when more than 50% of the current validators vote yes, a strict majority rule. Voting is on-chain, so there is no need to modify genesis.json or restart nodes.

In a single-validator network one vote is 100%, so a proposal is accepted immediately. With three validators, any change needs 2 votes (more than 50% of 3).
