Self-reference is a Besu bootnode configured with its own enode in --bootnodes, which causes P2P initialization anomalies.
The node attempts to discover itself, enters retry loops and then accepts incoming connections only intermittently. It is a state problem rather than a timing issue: the corrupted P2P state persists however long the wait, and it lies behind most cases of the race condition in which some nodes connect and others report 0 peers. The fix is to never include a node's own enode in its --bootnodes list.
