It can improve physical control, predictable utilization economics and compliance options, but transfers capacity planning, maintenance, power, cooling and lifecycle responsibility to the operator, which is why the hardware price is only the opening entry of its total cost of ownership. Owning the server is different from owning every dependency: chips, firmware, models and support chains may remain external.

Between the two ends sit intermediate forms: owning servers but renting the building, power and cooling (colocation), or renting whole dedicated machines through a provider's API (bare metal). Each moves a different set of chores from the operator to someone else.

On-prem buys control by accepting chores the cloud had hidden on the invoice.
