Good responsive layout is not a desktop composition squeezed smaller. It decides which relationships must remain spatial, which can become sequential, and which information can disappear.
Intrinsic sizing, content length, localization, zoom, and dynamic data are inputs. Hard-coded coordinates are usually an undocumented assumption about those inputs.
Layout stability is part of performance: a page that paints quickly and then jumps is technically rendered but perceptually unfinished.
The robust unit is often a constraint — minimum readable width, maximum line length, available space — rather than a particular pixel coordinate.
