ExtraData is the genesis field in which a Clique network writes its initial validators. Its format is `0x`, then 32 bytes of vanity (64 zeros), then the 20-byte validator address (without its own `0x`), then a 65-byte seal (130 zeros). A wrong format leaves the chain stalled at block 0.

The 20-byte middle section is where the initial validator addresses go.

Multiple validators are written by concatenating their addresses back to back in that middle section.

The 65-byte seal at the end is reserved for the block signature, and is left as zeros in the genesis.
