CapEx
CapEx (capital expenditure) is the money spent to acquire, build or improve an asset that will produce value over several periods: a factory, a server, machinery, a network or certain software. In accounting it is usually not all recognized as an expense of the period of purchase; it is capitalized on the balance sheet and its cost is spread through depreciation or amortization over the asset's useful life.

It usually requires prior approval, an investment budget and an expectation of use over several years.
A low purchase price does not imply a low total cost. Installation, integration, downtime, spare parts, energy and maintenance appear later.
Turning a purchase into CapEx or OpEx does not create efficiency by itself. It changes when the cost is recognized, who approves it and which incentives come into play, so an investment that replaces recurring expense with an upfront cost has to be compared through total cost of ownership, risk and time horizon.
The exact classification depends on the accounting standards, the contract and whether the organization controls an identifiable asset, so an upfront payment and CapEx are not perfect synonyms.
The budget also designs incentives.
CapEx and OpEx are accounting categories, but organisational psychology grows around them. CapEx may be approved by someone who will never operate the machine, so it is tempting to optimise the purchase price and leave reliability, maintenance or integration to another budget. The useful question goes past the purchase price: who decides, who operates and who pays for each consequence?
